Information Regarding Free Consultation for Foreigner
 Free consultations, jointly hosted by Niigata-ken Gyoseisyoshi (Certified administrative procedures specialist) Kai and the Niigata International Association, will be available for foreigners. You can have a face to face consultation with a gyoseisyoshi regarding visa issues and application procedures. Interpreting service is available for those who don’t understand Japanese. You can ask questions in your native language without worrying about speaking Japanese.

The new multi-lingual tourist information booklet
The new tourist information pamphlet "Iroiro Nagaoka" is translated in English and Chinese, and published.

Changes to the Basic Resident Registration Law
〜Foreign residents will be subject to the Basic Resident Registration Law〜

With the soaring number of foreign nationals entering and residing in Japan each year, the establishment of a legal system by which municipalities can provide basic public services to both foreign and Japanese residents has become an urgent concern.

In order to address such concern, the law for partial amendments to the Basic Resident Registration Law was enacted at the 171st session of Diet and promulgated on July 15, 2009. This will make the Basic Resident Registration Law applicable to foreign residents and help improve their convenience and streamline municipalities’ operations. This amendment will come into effect within three years after the promulgation date (exact date is to be determined by the Cabinet).

Citizen's Guide to Disaster Prevention in Multi-language
Around 10:13 a.m. on July 16th, 2007, a powerful earthquake (Magnitude 6.8 on the Richter Scale) occured off the coast of the Chuetsu Region of Niigata Prefecture. A quake with an intensity level of 6+ on the Japanese Sesinminc Scale hit Kashiwazaki City, Nagaoka City, and Kariwa Villege in Niigata Prefecture as well as Iizuna Town in Nagano Prefecture. Some other neighboring areas were also hit by a quake with an intensity level over 5- on the Japanese Sesimic Scale. Aftershocks have still continued to occour. Additional aftershocks are predicted. You are advised to protect yourself by taking due precaution. Here are some useful tips for you to take.

A Leaflet for International Residents Regarding Evacuation
in Case of an Earthquake
The city of Nagaoka has compiled a leaflet entitled "Leaflet for Evacuation in Case of an Earthquake."
This leaflet gives pictographic information which advises international residents what to do first when an earthquake occurs, where to seek information, and where you should stay away from.At a glance, the specially designed pictographs can immediately give you ideas on what to do in case of an earthquake.

Unfolding the leaflet reveals some detailed knowledge about earthquakes in Chinese, English, or Portuguese.
The final page can be used as an information card with all the necessary information about yourself , including your name, address, the location of your nearest shelter, languages you speak, your country embassy phone number, and an emergency contact person both in Japan and in your home country. Showing this information card to Japanese or someone who reads Japanese during an evacuation will certainly help you get to an evacuation shelter more safely.

The Nagaoka City Flood Evacuation Map
Due to meteorological and geographical conditions, Japan is prone to natural disasters such as seasonal typhoons and intense rainfalls that are usually caused by seasonal rain fronts. These disasters have often led to great losses of property and lives.
Aiming to help local residents evacuate safely and quickly in case of a flood, the Nagaoka City Flood Evacuation Map describes possible flood areas, their estimated damage, and information about locations of evacuation shelters.

Radiation Monitoring Information in Niigata Prefecture
Although areas in the vicinity of the Tokyo Electric Power Company Fukushima Daiichi and Daini Nuclear Power Plants have been evacuated according to the national order for security, radiation monitoring being continuously conducted has shown no indication of abnormal conditions in Niigata Prefecture.

Currently the radiation levels detected at all of the monitoring posts placed in Niigata Prefecture are normal and there is no need to carry out any special countermeasures.

If there is even a small indication of abnormal conditions, necessary information to secure your safety will be immediately announced by the Niigata Prefectural Government. Since the advanced warning provides ample time, please remain calm and cautious, and listen to the announcement.

The Cross-cultural Citizens Club aims to bring Nagaokans and international residents together through organizing and coordinating various activities in order to deepen mutual understanding and foster friendship.

Eligibility: Anyone is welcome. Proficiency of foreign languages is not necessary.
